Hi there. My phone has been blocked up by FBI Department of Defense Virus and I am looking for ways to get rid of it. It happened when I downloaded an adobe flash player. I thought it was an update for my android but it turns out it was a virus. This app locked and encrypted my device now so I cannot access anything in it. It asks me to pay a fine within 48 hours or it will erase everything in my phone and even send something to my contacts to let my relatives know my violation. Is it true? I cannot use my phone at all. I can hold the power button down and that will power off my phone. After it turns back on I have about 20 seconds before the malware pops back up. I tried removing it through my settings, but I cant. I have no clue what to do, but I really need to access my device because I have a lot of photos and contacts that are very important. Please help!!!

So I have ICSPA Virus blocked my phone and I am searching for a solution to fix it.  It wont let me get on anything so I cannot go to Settings, Application Manager to uninstall it. It said I had been viewing child pornography and I had committed copyright infringements. I have to pay a fine of $300 via Moneypak in 48 hours or else I would be charged with crime?
